Marine Corps Aviation Command & Control (C2) Planner

Location: Marine Corps Air Station (MCAS) Cherry Point and at Marine Corps Base (MCB) Camp Lejeune

To prepare the 2D Marine Aircraft Wing’s MACCS for a fight with a peer adversary in the near future, its agencies must participate in exercises of sufficient size and complexity to stress its systems. Live fire, combined arms exercises to foster MACCS crew proficiency needed to support II Marine Expeditionary Force are too rare, prohibitively expensive, and are unlikely to focus on the MACCS as a primary training audience. Marine Air Control Group (MACG) planned and executed MACCS Integrated Systems Training Exercises (MISTEX), or unit-level exercises facilitated by simulation, are the best method to establish frequent, sophisticated, and robust training through task-built simulations but these exercises come at a significant cost in time and resources. To train one MACCS crew during a MISTEX, an equivalent crew must perform as simulation builders and as response cell role-players.

Web Business Solutions Inc. is seeking a MACCS SME / Team Lead who has comprehensive knowledge and understanding of Exercise Design, Exercise Development, Exercise Execution, and Training Scenario Development at the Combined Joint Task Force (CJTF)/Joint Task Force (JTF)/Marine Expeditionary Force (MEF)/ Marine Expeditionary Brigade (MEB)/Marine Expeditionary Unit (MEU) level to support MACG-28 simulation-based training objectives. In support of MACG-28, candidates will execute the following tasks:

  • Develop and refine a minimum of two large-scale MAGTF exercise scenarios within a joint warfighting context, working in close cooperation with MACG-28 leaders.
  • Support simulation builds and execution for up to four MACCS simulation exercises, to include development of a comprehensive master scenario events list (MSEL) with supporting documentation and products for each event, to include response cell training using Common Aviation Command and Control System (CAC2S) simulation software.  This will include some travel to Marine Corps Air Station (MCAS) Beaufort, South Carolina.
  • Document, prepare, and support structured crew debriefs using simulation playback data while supporting response cell operations during exercise execution.
  • Develop a web-based simulation document repository to share across all MACGs throughout the FMF.

Job Requirements

  • Must possess an Active Secret Clearance.
  • Quarterly travel.
  • Recent experience (w/in 6 years) conducting exercise design, training scenario development, etc.
  • Documented experience w/ Large Scale Exercises, the Theater Air Ground Control System, familiarity with MACCS and MISTEX, current ATO/ACO development software such as Theater Battle Management Core System, CAC2S and associated simulation programs.
  • Experience writing Marine Corps Op Orders and annexes, as well as JTF/ CJTF, air, land, and maritime component supporting documents.
  • Familiar with the Marine Corps Aviation Training environment.
  • Practical knowledge of aviation command and control field to include new technologies.
  • Prior attendance at a professional military education institution program (resident/non-resident), such as the Expeditionary Warfare School (EWS), Command and Staff College (CSC) or equivalent course is a MUST.

Highly Desired Skills

  • Familiarity with TBMCS and CAC2S and using them to teach air staff planning and execution.   MAWTS-1 / WTI certification is highly desirable.

Ideal Candidate

  • Veteran Marine Corps SNCO (E7 or higher) and Advanced Course graduate with the 7236 (Tactical Air Defense Controller) and/or 7242 (Air Support Operations Operator) MOS.
  • Experience as an instructor, and recent experience designing/developing exercises and simulation-based training at the CJTF/MEF level.
